Overview:
The HR Organization and Labour Relations Officer reports to the Head of HR Organization, Legal relations and admin (Head of OLA) and he/she should be supportive in the implementation of organizational structures and in reviewing and draft policies and procedures related to HR matters.
Verifying the compliance of the framework agreement and the labor contracts and related documents.
Responsibilities:
Labor Law compliance:
- Do legal checks to make framework agreements and other HR documents compliant with the development of the Italian labor law matters;
- Support in reviewing and drafting and updating policies and procedure according to the national legislation and MSF international regulations;
- Review and draft in accordance with the legal consultant all the necessary documents necessary for the enrolment of the employees.
Organizational Support:
- Support in analyzing the MSF’s organizational structure;
- Support in reviewing job descriptions, compensation structures, and workforce planning models;
- Support HR projects (i.e. gender certification, welfare and wellbeing, social dialogue etc.);
- Responsible for the Organigramme maintenance;
- Manages the planning phase of MSF civil service;
- Support in preparing and reviewing workforce cost forecasts for the definition of MSF Italy HR Work Costs and Budgeting.
Other Activities:
- Support in preparing official HR communications, notices, and memos related to legal or organizational matters;
- Coordinate with legal counsel to validate labor-related documents and decisions;
- Support to maintain the legal and administrative compliance of the remuneration policy;
- Responsible for the framework of Com&Ben and specific agreements on that (convenzioni);
- Maintain positive relationships with employees and support the Head of OLA in managing possible conflicts.
Qualifications:
Academic Background:
Bachelor’s degree in Human Resources, Law, or related field.
Experience/Skils:
- At least 2 or 3 years of experience in HR with a focus on labor law;
- Knowledge of labor legislation, employment regulations and HR compliance practices (e.g., contracts,termination procedures, working hours, benefits);
- Knowledge and experience on organizational analysis and HR budgeting tools;
- Italian mothertongue;
- English Level B2.

Positions details:
Contract: Fixed term contract - until 30.03.2027. Level II of Italian CCNL of Commerce.
Gross Annual Salary: Min. 33.160,96€ – Max. 40.209,96€ (depending on experience of the selected candidate).
Location: Hybrid, MSF Italy Rome/Milan office and from home.
Starting date: October 2026.
