About the Team
The Governance & Experience (GNE) team oversees marketplace integrity across the region. We ensure TikTok Shop remains safe, compliant, and trustworthy for users, sellers, and creators.
Our team designs and enforces policies, builds governance frameworks, and partners with product and risk teams to deliver a high-quality marketplace experience. Our goal is to balance growth with strong platform safeguards.
As a Strategy Manager, you will lead initiatives that enhance seller experience while protecting the platform from compliance and financial risks. You will develop strong expertise in seller journey and use data-driven insights to design scalable solutions that drive sustainable, high-quality order growth. This role requires close collaboration with cross-functional stakeholders (Risk, Product, and Country Business Partner teams) to identify gaps, define solutions, and translate complex data into clear business recommendations. Ideal candidates are analytical, adaptable, comfortable with ambiguity, and able to manage multiple stakeholders effectively.
Responsibilities
- Develop and own SEA product listing policy strategy, balancing platform trust, consumer safety, regulatory compliance, global policy requirements, regulations, cultural sensitivities, category nuances, business priorities, and user experience.
- Lead policy go-to-market rollouts and enforcement strategies across markets, ensuring effective governance implementation, cross-functional alignment, policy coverage, and consistent risk mitigation workflows.
- Monitor SEA regulatory, industry, and marketplace risk developments; proactively update listing policies, enforcement standards, operational controls, and governance processes.
- Lead rapid response to high-severity listing incidents, regulatory escalations, cases, and emerging marketplace threats — including root-cause analysis, containment, and long-term policy or product fixes.
- Use data, dashboards, case reviews, signals, and metrics to identify, measure, mitigate, and monitor listing risks; detect emerging abuse patterns; and assess ecosystem health and enforcement effectiveness.
- Partner with Legal, Retail, Compliance, Category, Engineering, Operations, Moderation, and Product teams to align priorities and operationalise scalable policies, enforcement mechanisms, feedback loops, audits, and continuous improvement workflows.
Qualifications
Minimum Qualification(s)
- Bachelor's degree or above, with 3+ years of hands-on experience in e-Commerce governance strategy.
- Fluency in English, with strong coordination and communication skills across cross-functional teams.
- Familiarity with SEA e-Commerce compliance requirements, internet governance, and regulatory processes; sound business sensitivity and risk awareness.
- Proven ability to implement regulatory-compliant processes, manage projects, and drive cross-functional execution.
- Strong analytical skills and program management mindset; ability to monitor and measure results.
- Curiosity to learn new product categories and sound judgment in ambiguous situations.
