The Senior Manager Procurement is tasked with developing departmental plans, including business, production, and organizational priorities. The role requires multi-disciplinary expertise and the ability to understand the industry to achieve financial and operational objectives. The Senior Manager Procurement manages multiple related teams, sets organizational priorities, and allocates the appropriate resources. They must identify and resolve complex technical, operational, and organizational problems. The Senior Manager Procurement directly impacts business results by supporting and function-specific projects, products, services, and technologies and developing policies and plans.

Key Tasks and Responsibilities:
- Manage a team of Procurement professionals
- Plan, organize, and manage the procurement of materials, equipment, and services required for projects in accordance with company and client requirements
- Ensure compliance with established company policies and procedures
- Interface between the procurement function and other MDR departments for all matters related to the procurement of materials for projects
- Work closely with PPMs
- Oversee all procurement activities associated with the effective procurement of project materials, equipment, and services scopes in accordance with Project or end-user schedules, specifications, and budgets
- Implement the Project Procurement Execution Strategy applicable to each project
- Manage the Project Procurement group to undertake RFQs, commercial evaluations, and PO award
- Resolve all commercial and Terms & Conditions criteria and issues related to RFQs and POs
- Monitor all project procurement-related activities and performance, providing direction and support needed to team members, to ensure the successful delivery of project requirements
- Liaise with vendors, coordinate and assume lead participation in vendor commercial clarification meetings and/or conference calls, and act as the company focal point on commercial discussions with vendors during the preorder stage, i.e., from RFQ and/or PO in pre-award stage
- Liaise with Legal to resolve vendor T&Cs and Accounts Payable to resolve vendor payment issues
- Support post-order activities as deemed necessary
- Monitor and review market conditions and report price & delivery trends for Project materials and equipment
- Ensure conformance with the company policies and Procurement Procedures by the Project Procurement group and contribute to continuous improvement of procurement work methodologies and processes
- Supervise, train, and coordinate the activities of buyers and supporting staff and provide continuous support to staff in their undertaking of all tasks and activities
- Undertake regular staff performance reviews
- Review and approve all commercial bid evaluations, purchase orders, and PO revisions in accordance with the Delegated Authority matrix
- Provide procurement reports as necessary and undertake tasks, activities, and assignments at the direction of the Director- Supply Chain
- Own and lead the implementation, enforcement, and verification of compliance with all McDermott policies and procedures
- Ensure employees understand their responsibility and authority to effectively implement the requirements of all McDermott policies and procedures
- Ensure the timely completion of all mandatory training by themselves and their teams
Essential Qualifications and Education:
- Engineering graduate
- Over 15 years of relevant experience
- Supply chain functional, O&G business, Industry, and leadership expertise/background
- Strong organizational and business analysis skills across multiple functions
- Demonstrated ability to effectively lead and deliver specific project deliverables
- Experience in identifying areas of opportunity, researching creative solutions, and implementing new processes
- Strong communication and presentation skills
- Proficient knowledge of Microsoft Office tools including Word, Excel, PowerPoint, and Project
- Strong experience leading cross-functional team engagement and ability to drive process/system changes
- Core business process expertise across multiple functions
- Experience developing project execution strategies
