We specialise in high-specification, large-scale projects – particularly in data centres, commercial offices, and luxury retail. To support the continued growth of our Milan studio, RBA is seeking a Permits and Urban Planning Specialist to join our team and work on complex development projects in Italy and across Europe, with a specific focus on data centres and related infrastructure.
Candidate Profile
We are seeking a resource capable of navigating seamlessly across design, urban planning, permitting, multidisciplinary coordination, and stakeholder/authority relations. The successful candidate will tangibly contribute to the feasibility and delivery of highly complex interventions.
This is neither an exclusively design-focused nor a purely administrative role. It is a cross-functional position with significant exposure to feasibility studies, permitting processes, technical coordination, and engagement with both public and private stakeholders. The ideal candidate will possess the ability to analyze the territorial context, intercepting the needs of local communities to guide coherent design and urban planning solutions.
We are looking for a professional with a technical-urban planning background who can operate effectively at the intersection of:
- Navigating planning policies, zoning regulations, and master planning
- Managing complex approval processes and administrative procedures
- Bridging the gap between architectural/engineering design and urban compliance
- Interfacing confidently with public authorities, local institutions, and private stakeholders
- Ensuring projects are harmoniously integrated into the local context while promoting sustainable urban development
Key Responsibilities
The successful candidate will collaborate with the Urban Development team on the following activities:
- Develop implementation plans (piani attuativi) and master plans for large-scale projects, with a strong focus on regulatory compliance and urban sustainability
- Assist with territorial planning activities, urban compliance checks, and zoning verifications
- Review and validate early-stage design phases (concept and schematic design) for master plans, access roads, green areas, and public interfaces, ensuring alignment with urban and territorial constraints
- Evaluate potential sites from an urban planning, infrastructure, and accessibility perspective, identifying risks, constraints, and potential solutions
- Integrate data center developments into local and regional planning frameworks, ensuring consistency with sustainability goals and local context needs
- Coordinate public infrastructure projects tied to private developments, ensuring effective dialogue with institutions and local communities
- Promote and guide community engagement processes, driving mitigation, compensation, and public works (urbanizzazione) solutions tailored to the local environment
- Prepare technical reports, drawings, maps, and presentation materials for stakeholders and permitting processes
- Coordinate and manage building and administrative approval procedures in compliance with Italian regulations, ensuring proper application filing, timeline management, and follow-up with competent authorities
- Monitor project compliance across all phases, from initial design to construction, in collaboration with design teams and specialized consultants
- Collaborate with environmental specialists to support the preparation, submission, and follow-up of environmental permits
- Coordinate multidisciplinary teams regarding the territorial, urban planning, and landscape integration aspects of the projects
Requirements
- Master’s degree in Architecture, Building Engineering, or an equivalent qualification
- Proven ability to coordinate and align multidisciplinary teams across different technical sectors
- Strong capability in analyzing, reading, and designing at both urban and territorial scales
- Excellent skills in drafting comprehensive technical reports, descriptive texts, and project narratives
- Strong interpersonal skills with the ability to interface and build relations effectively with public institutions and local authorities
- In-depth knowledge of Italian building regulations and permitting procedure
- Proficiency in English
Desirable
- 3+ years of experience in a similar role
- Experience working on large-scale projects
- Experience with data centers or high-tech/commercial projects
- Knowledge of French
- Proficiency in Revit
