HSPI S.p.A., a TXT Group company, provides Business Consulting, IT Governance, and Digital Innovation services.
To expand its network of professionals, HSPI is looking for a freelance Digital Learning & Competency Assessment Consultant (HSPI).
The selected professional must have at least 3 years of experience in the design and development of digital learning programs and competency assessment initiatives, with a particular focus on digital skills.
The successful candidate will be responsible for creating online learning content, managing e-learning platforms, and designing competency assessments and they will also support public and private organizations in their professional development and digital transformation initiatives.
Key responsibilities:
Design and develop synchronous and asynchronous e-learning courses;
Create multimedia and interactive learning content (videos, quizzes, simulations, learning paths);
Configure and manage Learning Management Systems (LMS);
Support the definition of training catalogues and corporate learning academies;
Design and deliver digital competency assessments;
Map competencies and develop professional competency frameworks;
Analyze training needs and define upskilling and reskilling learning paths;
Produce assessment reports and recommendations based on the results.
Required Technical Skills:
Knowledge of Instructional Design methodologies;
Strong knowledge of one or more e-learning platforms, such as: Moodle, Docebo, TalentLMS, Cornerstone, SAP SuccessFactors Learning, Blackboard, LearnWorlds, Moodle Workplace;
Proficiency in authoring tools such as Articulate 360 (Storyline, Rise), Adobe Captivate, iSpring Suite, Elucidat, and H5P;
Familiarity with Artificial Intelligence tools for learning content creation, such as Microsoft Copilot, ChatGPT, Gemini, Synthesia, HeyGen, ElevenLabs, Canva AI, Tome AI, and Genially AI;
Knowledge of the main digital competency models and frameworks, including ENISA, DigComp 2.2, DigCompEdu, the European e-Competence Framework (e-CF), and SFIA;
Experience in designing and delivering competency assessments, surveys, questionnaires, and other skills measurement tools;
Ability to analyze data and present findings through structured reports;
Good command of the English language.
Preferred qualifications:
Experience in publicly funded projects or projects delivered for Public Administration organizations;
Certifications in Learning & Development, Instructional Design, or Talent Management;
Experience in developing digital learning academies and competency transformation programs.
