Within S&I Italy organization, the Head of Bid & Cost Management (based in Rome) is in charge of:
- Manage the Tender Quality Costs Delivery Performance (QCDP) commitment for bids, from appointment up to Tender Transfer Meeting (TTM).
- Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner and within the defined tender budget.
- Support the Project Manager in the preparation of the First Financial Project Review (FPR0) and the closure of any open actions assigned to bid management, following the TTM and the first project execution gate.
- Support the Tender Leader in the preparation of the for Win & Loss analysis.
In detail:
- Manage the Pre - tendering phase (when relevant)
- Ensure compliance with applicable Alstom rules & instructions
- Work in close relationship with Tender Leader and the full tender team including Sub-System bid managers
- Manage the tender team
- Define the bid operational strategy
- Propose the offered solution,prepare risks & opportunities reviews and documentation necessary to submit to Customer
- Manage and develop a dedicated team of Bid & Cost Management resources towards the full end-to-end execution of tenders within the Roma S&I Italy site
- Ensure that QCDP and staffing aspects are consistently and effectively managed, securing clear commitment from all involved functions
- Act as Process Owner for Tender Management and Costing processes, ensuring continuous improvement and compliance with Alstom standards
- Contribute to the Management Committee, providing regular (monthly) reporting on bid activities, pipeline performance, and key risks
- Monitor and drive functional KPIs, ensuring alignment with business targets and continuous performance improvement
- Manage the tender budget, ensuring strict control and alignment between approved budget and actuals, and proactively addressing any deviation
Requirements:
- Master’s degree in Engineering
- +10 years of experience in Project/Bid Management with background especially on costing, planning & risk management.
- Knowledge of ALSTOM processes including particularly the “Golden Rules” and E&C compliance
- Successful experience on several medium and highly critical bids within Alstom.
Competencies & Skills
- Very good knowledge of offered products and systems
- Very good knowledge of financial, contractual and legal aspects to be able to interface with internal relevant parties, and assess impacts on costing
- High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions
- High Communications skills and reporting capabilities
- A high sense of anticipation
- Negotiation skills; Customer oriented
