Reporting to the Head of Project & Development Services and Tétris Italia
SUMMARY AND GOALJLL is looking for an experienced Head of Procurement and Cost Management to lead the procurement, tendering and cost management function across our Project & Development Services and Tétris platform in Italy, in coordination with the processes and respective functions within EMEA. This is a senior leadership position: the successful candidate will define procurement and cost management strategy, own commercial governance across the project lifecycle—from feasibility and cost planning through tendering, contract award, cost control and final account—and build and lead a team of Procurement, Cost and Tender Managers. The role partners closely with Business Development, Sales, Construction Management, Legal and Finance, and acts as the senior commercial point of contact for clients, contractors and suppliers on the most complex and highest-value assignments.
KEY RESPONSIBILITIESStrategy, Leadership and GovernanceDefine and continuously improve the procurement and cost management strategy, policies and standard methodologies for Italy and EMEA, aligning them with JLL/Tétris global governance and client expectations.
Build, lead, coach and develop a team of Procurement Managers, Cost Managers and Tender Managers, setting objectives, allocating resources across the project portfolio and ensuring consistent quality and technical standards.
Own the governance framework for approvals, delegation of authority and audit readiness on procurement and cost decisions, ensuring full compliance with JLL policy, client contractual requirements and applicable regulations.
Report portfolio-level procurement and cost performance, risks and opportunities to senior leadership, providing data-driven insight to support business decisions.
Procurement and TenderingOversee the end-to-end tender process across the portfolio, defining timelines, tendering strategy and evaluation criteria for each assignment.
Coordinate the collection of all information required for bid participation, working closely with Business Developers, Sales Managers, Construction Managers, clients and suppliers.
Confirm tender strategy and positioning with senior stakeholders, ensuring endorsement ahead of submission.
Develop, verify and challenge quantities, pricing assumptions and supplier proposals to ensure competitiveness and technical soundness.
Ensure all deadlines are met and that submitted bids meet the highest quality standard, keeping the wider team updated on progress and outcomes.
Develop and maintain a qualified supply chain across geographies, negotiating framework agreements and driving continuous improvement in supplier performance, pricing and reliability.
Cost ManagementLead cost planning and budgeting across all project phases, from early feasibility estimates and benchmarking through detailed cost plans at each design stage.
Establish and monitor cost control processes throughout project delivery, tracking commitments, forecasts and variances against approved budgets and flagging exposure early.
Oversee valuation, payment certification and cash-flow forecasting for works in progress, ensuring accuracy and timely processing.
Manage contractual cost matters including variations, claims, disputes and final account agreement, working with Legal and Construction Management to protect JLL's and clients' commercial position.
Build and maintain cost benchmarking databases and market intelligence (materials, labour, subcontractor rates) to support accurate estimating and client advisory.
Provide clients with clear, timely cost reporting and advisory throughout the asset lifecycle—development, fit-out and refurbishment—supporting informed investment decisions.
Stakeholder and Client Relationship ManagementAct as senior commercial interface for key clients and corporate accounts, building trusted relationships and identifying opportunities to expand JLL/Tétris' scope of services.
Represent procurement and cost management in client pitches, proposals and governance meetings, alongside Business Development and Project Management leadership.
CANDIDATE PROFILEMaster's or Bachelor's Degree in Civil Engineering, Architecture, Quantity Surveying or a related discipline; a professional quantity surveying qualification (e.g. RICS / MRICS or equivalent) is a strong plus.
Minimum 10 years of experience in procurement, tendering and cost management within Building Construction and fit-out for tertiary and commercial real estate (offices, hotels, retail, logistics), including at least 3–5 years in a leadership or team management capacity. MEP cost management experience is a plus.
Proven track record managing procurement and cost management across multiple concurrent projects or a regional portfolio, ideally with exposure to EMEA markets.
Fluent English (C1 or higher) required given the EMEA scope of the role; Italian fluency required; additional European languages are a plus.
Strong commercial acumen and negotiation skills, with the ability to influence senior stakeholders internally and externally.
Structured, analytical and reliable, with the ability to set priorities, delegate effectively and lead a team under pressure to meet targets and deadlines.
Proficiency with cost management and estimating tools (e.g. CostX, cost planning software) and strong Excel/data analysis skills.

Presidiare il framework di governance per approvazioni, delega di autorità e conformità agli audit nelle decisioni di procurement e costi, assicurando piena conformità alle politiche JLL, ai requisiti contrattuali della clientela e alle normative applicabili.
Rendicontare alla direzione senior le performance di procurement e costi a livello di portfolio, rischi e opportunità, fornendo insight basati sui dati a supporto delle decisioni aziendali.
Procurement e Gare d'AppaltoSupervisionare l'intero processo di gara d'appalto sul portfolio, definendo tempistiche, strategia di tendering e criteri di valutazione per ogni incarico.
Coordinare la raccolta di tutte le informazioni necessarie per la partecipazione alle gare, lavorando a stretto contatto con Business Developer, Sales Manager, Construction Manager, clienti e fornitori.
Confermare la strategia e il posizionamento di gara con gli stakeholder senior, assicurando l'approvazione prima della presentazione.
Sviluppare, verificare e mettere in discussione quantità, assunzioni di prezzo e proposte dei fornitori per garantire competitività e solidità tecnica.
Garantire il rispetto di tutte le scadenze e che le offerte presentate soddisfino i più alti standard qualitativi, mantenendo il team aggiornato su progressi e risultati.

Cost ManagementGuidare la pianificazione dei costi e il budgeting in tutte le fasi progettuali, dalle stime iniziali di fattibilità e benchmarking fino ai piani di costo dettagliati per ogni fase di progettazione.
Stabilire e monitorare i processi di controllo dei costi durante l'esecuzione del progetto, tracciando impegni, previsioni e scostamenti rispetto ai budget approvati e segnalando tempestivamente eventuali criticità.
Supervisionare la valutazione, la certificazione dei pagamenti e la previsione dei flussi di cassa per i lavori in corso, garantendo accuratezza e tempestività nell'elaborazione.
Gestire le questioni contrattuali relative ai costi, incluse varianti, reclami, controversie e accordo sul conto finale, collaborando con Legal e Construction Management per tutelare la posizione commerciale di JLL e della clientela.
Costruire e mantenere database di benchmarking dei costi e intelligence di mercato (materiali, manodopera, tariffe subappaltatori) per supportare stime accurate e consulenza alla clientela.
Fornire alla clientela reportistica e consulenza sui costi chiara e tempestiva lungo l'intero ciclo di vita dell'asset—sviluppo, fit-out e ristrutturazione—supportando decisioni di investimento informate.
Gestione delle Relazioni con Stakeholder e ClientelaAgire come interfaccia commerciale senior per clienti chiave e account corporate, costruendo relazioni di fiducia e identificando opportunità per espandere l'ambito dei servizi JLL/Tétris.
Rappresentare procurement e cost management nelle presentazioni alla clientela, nelle proposte e nelle riunioni di governance, affiancando la leadership di Business Development e Project Management.
PROFILO CANDIDATO/ALaurea Magistrale o Triennale in Ingegneria Civile, Architettura, Quantity Surveying o disciplina affine; una qualifica professionale in quantity surveying (es. RICS / MRICS o equivalente) costituisce un forte plus.
Esperienza minima di 10 anni in procurement, gare d'appalto e cost management nell'ambito di costruzioni e fit-out per immobili terziari e commerciali (uffici, hotel, retail, logistica), inclusi almeno 3–5 anni in ruolo di leadership o gestione di team. Esperienza in cost management per impianti MEP costituisce un plus.
Comprovata esperienza nella gestione di procurement e cost management su progetti multipli in parallelo o su un portfolio regionale, idealmente con esposizione ai mercati EMEA.
Inglese fluente (C1 o superiore) richiesto dato l'ambito EMEA del ruolo; italiano fluente richiesto; altre lingue europee costituiscono un plus.
Forte capacità commerciale e di negoziazione, con abilità di influenzare stakeholder senior interni ed esterni.
Persona strutturata, analitica e affidabile, con capacità di stabilire priorità, delegare efficacemente e guidare un team sotto pressione per raggiungere obiettivi e rispettare scadenze.

Estimated compensation for this position:
70,000.00 – 90,000.00 EUR per year
